Corporate Welfare in Senate Housing Bill

I just cannot follow the logic between the name of the senate bill meant to help homeowners facing foreclosure and the corporate welfare contained within the actual bill. In fact, the spiffy name, Foreclosure Prevention Act, does not even slightly come close to describing what is actually contained in the bill.
